LeAnne Davis

LeAnne is a seasoned oil and gas measurement professional with over 30 years of industry experience, including more than 15 years in senior leadership roles managing large-scale pipeline measurement operations. Her expertise spans the full spectrum of measurement functions, ranging from data analysis and system implementation to regulatory compliance and departmental leadership.

During her tenure as Director of Gas Measurement at Kinder Morgan, LeAnne led a multi-state department responsible for the accurate collection, analysis, and reporting of measurement data across 32 pipeline systems. Her leadership was pivotal in maintaining measurement integrity, reducing unaccounted-for volumes, and streamlining departmental operations through system upgrades and procedural enhancements.

LeAnne has a deep technical understanding of pipeline measurement processes, including gas and liquid balancing, metering equipment functionality, and measurement-related calculations. She has extensive experience implementing and optimizing measurement systems, with a strong emphasis on FLOWCAL, as well as other industry-standard platforms used for data management and reconciliation. Her work has included managing end-to-end system implementations, supporting upgrades, and developing business tools to enhance data quality and reporting capabilities.

In addition to her systems expertise, LeAnne has developed and enforced corporate measurement policies and technical documentation to ensure internal consistency and external compliance. She has played a key role in training and mentoring measurement personnel, creating departmental training programs that cover technical skills, regulatory knowledge, and software proficiency.

Her background also includes extensive collaboration across engineering, operations, IT, and compliance teams to ensure alignment of measurement activities with business goals. She has successfully managed EH&S requirements, overseen departmental budgets, and led cross-functional teams through organizational changes such as mergers, acquisitions, and system integrations.
